The Unified Carrier Registration agreement under 49 CFR Part 367 is an annual interstate carrier fee. Proceeds are distributed to participating jurisdictions for motor-carrier safety enforcement and registration administration. UCR replaced the old Single State Registration System (SSRS) in 2007.
Motor carriers, brokers, freight forwarders, and leasing companies operating in interstate commerce. You pay through your base state - the state where you maintain your principal place of business. Brokers typically pay at the lowest bracket regardless of how many carriers they work with.
UCR opens on October 1 each year for the following calendar year and must be paid by December 31. UCR is a separate annual registration enforced by participating states; it is not a condition of FMCSA operating authority.
FMCSA adopted the UCR Plan's 2027 fee increase in a final rule published September 1, 2026 (91 FR 56063), effective October 1, 2026, codified at 49 CFR 367.50. The increase averages 20 percent: Bracket 1 (0–2 power units) rises from $46 to $55, Bracket 2 from $138 to $167, Bracket 3 from $276 to $333, Bracket 4 from $963 to $1,163, Bracket 5 from $4,592 to $5,548, and Bracket 6 from $44,836 to $54,165. It is a single increase that stays in force for 2027 and later years until a future rulemaking, not an annual escalator. 2027 registration opened October 1, 2026 and is due December 31, 2026.
Fees are based on the average power-unit count at the time of registration. UCR does not pro-rate or adjust mid-year for fleet size changes. The next year's fee will reflect the updated PU count when you re-register.
