Which states run their own permit programs?

Six states go beyond federal UCR/MCS-150 and run their own permit programs: New York (HUT), Kentucky (KYU), New Mexico (WDT), Oregon (weight-mile tax), Connecticut (highway use fee), and Massachusetts (DPU certificate). Every other state handles its share of commercial-vehicle funding through IFTA fuel tax and UCR - no separate permit needed.

Do pass-through carriers really need these permits?

Five of the six do apply to pass-through carriers: NY HUT, KY KYU, NM WDT, OR weight-mile, and CT highway-use. If your truck rolls a single mile on a public highway in those states, you need the permit. The only exception is the MA DPU certificate - that one only applies to carriers operating purely intrastate in Massachusetts.

What about weight thresholds?

Each permit has its own GVW threshold: NY HUT kicks in at 18,000 lbs, NM WDT at 26,000 lbs, OR weight-mile at 26,000 lbs, CT highway-use at 26,000 lbs, KY KYU at 60,000 lbs. MA DPU applies to most commercial vehicles starting around 10,000 lbs. If you leave the weight field blank we show every permit the state has - safer to surface than to hide.

Do I get enforcement if I skip a state permit?

Yes. Each state runs weigh stations and roadside inspections looking for their own permits. Missing an NY HUT decal, for example, can pull you out of service at a NY port of entry. Missing a KYU number triggers a citation the first time it’s caught and escalates on repeat. The cost of a single out-of-service order typically exceeds a full year of permit fees.

This calculator covers the 6 states with standalone permit programs plus IFTA (fuel tax) at the federal level. It does not cover specialty permits: oversize/overweight loads, seasonal corridor permits, specific municipality permits, or hazmat endorsements. For route-specific planning, talk to a permit broker.

Most of these permits charge a small registration fee ($0–$15) plus ongoing quarterly or monthly tax filings based on mileage and weight. The registration is cheap; the ongoing filings are where most carriers lose track. We publish typical fee ranges rather than exact numbers because the per-mile rates are adjusted annually by each state DOT.
