Reviewed by Korey Sharp-Paar · Updated

Reviewed against 49 CFR §367.50 (final rule 91 FR 56063) & 49 USC §14504a

The 2027 UCR fee schedule is final and has 6 brackets based on fleet size, set under 49 CFR §367.50 as adopted by FMCSA's final rule of September 1, 2026. Bracket 1 (0–2 trucks) pays $55; 3–5 trucks pay $167; 6–20 trucks pay $333; 21–100 trucks pay $1,163; 101–1,000 trucks pay $5,548; and a fleet of 1,001 or more trucks pays $54,165. Brokers, freight forwarders without trucks, and leasing companies pay the Bracket 1 fee of $55. The increase over 2026 averages 20 percent ($9 to $9,329 per entity) and is a single adjustment that stays in force until a future rulemaking. 2027 registration opened October 1, 2026, the deadline is December 31, 2026, and enforcement starts January 1, 2027.

FMCSA adopted the UCR Board's recommendation to raise fees an average of 20 percent - $9 to $9,329 per entity - to cover a projected $21.79 million shortfall against the $118 million statutory revenue requirement. The rule states this is a single increase for 2027 that remains in force until a future rulemaking changes it; it is not a 20-percent-per-year escalator, and the 2027 fees are still below the 2019–2022 levels. 2027 registration dates

  • October 1, 2026 - the National UCR Registration System opened for 2027 registrations (the final rule restates that collections for a fee year begin October 1 of the preceding year).
  • December 31, 2026 - the last compliant day to have 2027 registration in place.
  • January 1, 2027 - enforcement of 2027 registration begins in participating states. There is no grace period.

A 2026 registration filed late still uses the 2026 fee ($46 at Bracket 1) - see the 2026 UCR fee bracket reference. The 2027 UCR deadline covers the full season timeline, and UCR 2027: who needs it and when walks through the exemptions.

How fleet size is counted

UCR fleet size is the total number of self-propelled commercial motor vehicles operated in interstate commerce as reported on the most recent MCS-150 update with FMCSA. Per 49 USC §31101 - the definition the UCR statute adopts at 49 USC §14504a(a)(1) - a CMV is any vehicle with a gross vehicle weight rating over 10,000 pounds, designed to transport more than 10 passengers, or used to transport hazardous materials in placardable quantities. Trailers do not count toward the bracket - only power units. Once you have the count, the UCR fee calculator turns it into your 2027 bracket and exact fee, with the counts where the fee would jump.

Brokers and forwarders pay the lowest bracket

Brokers, freight forwarders without their own trucks, and leasing companies pay the Bracket 1 fee of $55 for 2027 because they do not operate trucks. This applies regardless of how many MC numbers a company holds or how much freight they broker annually. A company that is both a motor carrier and a broker pays only the bracket fee tied to its fleet size - there is no double-fee for dual authority. More for brokers: UCR for freight brokers.

When fees increase between brackets

The biggest jump in the schedule is from Bracket 5 to Bracket 6 - a fleet that grows from 1,000 to 1,001 trucks sees its UCR fee jump from $5,548 to $54,165, nearly a 10x increase. Carriers near a bracket boundary often time MCS-150 updates carefully to align with the UCR registration year under 49 USC §14504a.

What Fast Trucking Compliance charges for a 2027 filing

Fast Trucking Compliance is a third-party filing service, not a government agency. For a Bracket 1 filing (0–2 vehicles, and every broker or leasing company) the price is $90 ($55 UCR government fee + $35 service fee), one-time per registration year. Larger fleets see their itemized price by tier below and again before payment on the order page. You can also file directly at ucr.gov and pay only the federal fee.

Frequently asked questions

What is the UCR fee for 2027?
The 2027 UCR fee schedule has 6 brackets based on fleet size: $55 for 0–2 trucks (Bracket 1), $167 for 3–5 trucks (Bracket 2), $333 for 6–20 trucks (Bracket 3), $1,163 for 21–100 trucks (Bracket 4), $5,548 for 101–1,000 trucks (Bracket 5), and $54,165 for 1,001 or more trucks (Bracket 6). The schedule is final - set by 49 CFR §367.50 as adopted in FMCSA's final rule 91 FR 56063, effective October 1, 2026. Brokers, freight forwarders without trucks, and leasing companies pay the Bracket 1 fee of $55.
How much did UCR fees go up for 2027?
By about 20 percent on average. Per entity the increase runs from $9 at Bracket 1 ($46 to $55) to $9,329 at Bracket 6 ($44,836 to $54,165). FMCSA adopted the UCR Board's recommendation to cover a projected $21.79 million shortfall against the $118 million statutory revenue requirement. It is a single increase that stays in force until a future rulemaking changes it, not an automatic annual escalator, and the 2027 fees remain below the 2019–2022 levels.
When does 2027 UCR registration open and when is it due?
Registration for the 2027 year opened October 1, 2026 in the National UCR Registration System. December 31, 2026 is the last compliant day to have 2027 registration in place; enforcement by participating states begins January 1, 2027, and the consequences are set by each state.
Is the 2027 UCR fee final or still proposed?
Final. FMCSA published the final rule on September 1, 2026 (91 FR 56063, FR Doc. 2026-17893, Docket FMCSA-2025-0655), effective October 1, 2026. It adds a new 49 CFR 367.50 for registration year 2027 and subsequent years and moves the 2025–2026 schedule to 49 CFR 367.40. The April 2026 proposed rule is no longer the operative reference.
Do brokers and freight forwarders pay the higher 2027 fee?
Yes, at Bracket 1. Brokers, freight forwarders without their own trucks, and leasing companies pay the Bracket 1 fee of $55 for 2027 regardless of business size, per 49 USC §14504a(f)(1)(A)(ii) and 49 CFR §367.50. A forwarder that operates its own trucks counts that fleet like a carrier.
What does a late 2026 filing cost?
The 2026 fee. A 2026 registration filed late still uses the 2025–2026 schedule now at 49 CFR §367.40 - $46 at Bracket 1 - and 2026 enforcement is active all year. The 2027 schedule applies only to 2027 registrations.
