Driver records are part of every CDL hire and every annual review
49 CFR 391.23 requires a pre-hire inquiry into a driver's motor vehicle record from every state that licensed them in the past three years, and 391.25 requires a review of every driver's record at least once every 12 months. A missing record is a finding on a compliance review.
Before the first dispatch. Under 49 CFR 382.701(a) a CDL driver needs a FMCSA Clearinghouse pre-employment query before performing safety-sensitive functions, and 382.701(b) adds a limited query of every CDL driver at least once a year. Timing depends on the issuing state, AAMVA and FMCSA; reports are emailed as PDFs as each source returns them.
What the rules ask for
- Pre-hire MVR from each state of licensure in the past three years, kept in the driver qualification file (391.23, 391.51).
- A CDLIS check catches a CDL the driver holds, or held, in another state.
- Annual record review and Clearinghouse limited query for every CDL driver (391.25, 382.701(b)).
Ordered through Fast Trucking Compliance
- We order the driver records you choose from the issuing state, AAMVA and FMCSA, with the driver consents collected at checkout, and email you the reports as PDFs.
- From $50 (MVR Basic) to $175 (DOT Pre-Employment), one flat price per driver with no per-state surcharge.
- The reports are records, not a hiring recommendation: the motor carrier reviews them and makes the qualification decision under 49 CFR Part 391.
- You can also order records directly: an MVR from the state DMV, a PSP report from FMCSA, and Clearinghouse queries in your own FMCSA Clearinghouse employer account.
Pick the package, we order the reports.
Every package is a one-time charge per driver. Annual Refresh is not a subscription: you order it again for each driver every year.

What each report is
- Motor Vehicle Record (state DMV)
- The driving record held by the state that issued the license: license status and class, endorsements and restrictions, convictions, suspensions and accidents the state reports. The lookback period is set by each state.
- AAMVA CDLIS cross-state CDL check
- A search of the Commercial Driver's License Information System, run through AAMVA, that shows every state where the driver holds or held a CDL, so an out-of-state record is not missed (391.23(m)(2)).
- FMCSA PSP (5-yr crash + 3-yr inspection history)
- FMCSA's Pre-Employment Screening Program report: five years of crash data and three years of roadside inspection history from FMCSA's records. Voluntary for employers, and it needs the driver's signed PSP authorization.
- 12 months of Clearinghouse query management
- The pre-employment query (382.701(a)) and the annual limited query (382.701(b)) for that driver, run in your Clearinghouse employer account for 12 months. Clearinghouse queries need the driver’s consent: the limited query runs on the consent signed at checkout, and a full query needs the driver to give electronic consent in the FMCSA Clearinghouse.
Add-ons: a reusable DQ File template ($25), Clearinghouse employer account setup ($150), Clearinghouse driver account setup ($125) and 12 months of fleet query management ($100 for 1 driver, $225 for 2-4, $400 for 5-14). Not sure which package fits? Answer a few questions.

Driver screening, answered.
How much does an MVR cost?
An MVR Basic order is $50 per driver, and MVR + CDLIS is $75. The full DOT Pre-Employment package (MVR, CDLIS, PSP and 12 months of Clearinghouse query management) is $175. Each package is one flat price per driver with no per-state surcharge. Optional add-ons are separate line items, shown before you pay.
Which package do I need before hiring a CDL driver?
DOT Pre-Employment ($175) covers the pre-hire MVR and CDLIS inquiry under 49 CFR 391.23, the PSP report, and the Clearinghouse pre-employment query required under 382.701(a) before a CDL driver's first dispatch. MVR + CDLIS ($75) covers the record inquiry alone, for example when you run Clearinghouse queries yourself.
What is the difference between DOT Hire-Ready and DOT Pre-Employment?
DOT Hire-Ready ($100) is MVR + CDLIS + PSP, for vetting candidates before an offer. DOT Pre-Employment ($175) adds 12 months of Clearinghouse query management, starting with the pre-employment query, for the actual hire.
How does Annual Refresh work?
Annual Refresh ($150) is MVR + CDLIS + 12 months of Clearinghouse query management for one driver: the record for the 391.25 annual review and the 382.701(b) annual limited query. It is a one-time charge, not a subscription; order it again next year.
Do I need the driver's consent?
Yes. The driver signs a background report disclosure and authorization for the MVR and CDLIS, the FMCSA PSP authorization when the package includes PSP, and the Clearinghouse limited query consent when it includes query management, all at the end of the order form. Clearinghouse queries need the driver’s consent: the limited query runs on the consent signed at checkout, and a full query needs the driver to give electronic consent in the FMCSA Clearinghouse.
How long do the reports take?
Timing depends on the issuing state, AAMVA and FMCSA; reports are emailed as PDFs as each source returns them. Clearinghouse full queries wait for the driver to give consent in the FMCSA Clearinghouse.
What Clearinghouse add-ons can I buy?
Clearinghouse employer account setup ($150), driver account setup ($125), and 12 months of query management for a fleet: $100 for 1 driver, $225 for 2-4 drivers, $400 for 5-14 drivers. The Clearinghouse admin still creates their own Login.gov account and completes its ID check.
What does the DQ File template include?
The DQ File template ($25, one-time and reusable for every driver) is a fillable PDF and editable Word template for the 49 CFR 391.51 driver qualification file: application for employment, annual review checklist, prior employer verification, road test certificate and MVR review form slots.
Who decides whether to hire the driver?
You do. The reports are records, not a hiring recommendation: the motor carrier reviews them and makes the qualification decision under 49 CFR Part 391. If you take adverse action based on a report, the FCRA requires you to give the driver a copy of the report and a summary of their rights first.
Can I order these records myself?
You can also order records directly: an MVR from the state DMV, a PSP report from FMCSA, and Clearinghouse queries in your own FMCSA Clearinghouse employer account.
Can I get a refund?
Our fees follow the Fast Trucking Compliance Refund Policy. Once a record has been ordered from the state, AAMVA or FMCSA, its cost cannot be recovered.
