How to Register for UCR and Keep Your Authority Compliant Every Year

TL;DR

Interstate carriers register for UCR every year by the published deadline, update the MCS-150 every two years on their USDOT-digit schedule, file Form 2290 each tax period, and keep BOC-3 and insurance filings active. Missing one can mean fines or inactive authority.

Fast Filing Group LLC is a private filing service, not a government agency, and is not affiliated with FMCSA, the IRS, or the UCR Plan. You can file UCR, the MCS-150 and Form 2290 directly with the agencies and pay only the government fees.

UCR: who files, the fee brackets, and the deadline

Unified Carrier Registration is a yearly federal registration for interstate operations. The UCR Plan’s questionnaire covers motor carriers, brokers, freight forwarders and leasing companies. It says carriers that operate only within one state, and private carriers of passengers, do not need to register (UCR Plan: Do I need to register?). The UCR Plan says registration and payment must be complete before January 1 of the registration year. Registration for 2027 opened October 1, 2026.

The 2027 fee depends on how many vehicles you own or operate. Brokers and leasing companies pay the Bracket 1 fee. FMCSA set these fees in 91 FR 56063 (49 CFR 367.50, effective October 1, 2026).

MCS-150 biennial update schedule

Every motor carrier updates its USDOT record on Form MCS-150 every 24 months, even if nothing changed (49 CFR 390.19T). The last digit of your USDOT number sets the month: 1 is January, 9 is September, and 0 is October. You file by the last day of that month. The next-to-last digit sets the year: odd digits file in odd-numbered years, even digits in even-numbered years. For example, USDOT 1234537 files by July 31 in odd years (7 = July, 3 is odd).

FMCSA has temporarily suspended enforcement and USDOT inactivation for biennial updates due on or after June 1, 2026; the update is still required. See FMCSA’s suspension notice and FMCSA: Form MCS-150. To find your month and year, use the MCS-150 deadline calculator.

Form 2290: the July to August 31 window

Trucks with a taxable gross weight of 55,000 pounds or more owe the Heavy Vehicle Use Tax. The tax period runs July 1 to June 30. For trucks on the road in July, Form 2290 is due August 31. A truck first used later is due by the last day of the month after its first use. If a due date falls on a weekend or legal holiday, the IRS moves it to the next business day (IRS Instructions for Form 2290). E-filing is required for 25 or more taxed vehicles (IRS: e-file Form 2290).

Keep the stamped Schedule 1. Your state asks for it when you register the truck (IRS Trucking Tax Center). The full walkthrough is in how to file Form 2290.

BOC-3 and insurance must stay on file

Two filings have no renewal date but must stay current. Your insurer’s liability filing (BMC-91 or BMC-91X) has to stay on file and accepted for your authority to remain in force (49 CFR 387.301T). If a policy is canceled, a replacement filing has to reach FMCSA, or the authority can be revoked. Renew the policy on time, and ask a new insurer to file before the old policy ends.

The BOC-3 process-agent designation (49 CFR Part 366) is a one-time filing. It needs attention only if your process agent cancels it or you reinstate a revoked authority, which requires a current BOC-3. See how to get a USDOT and MC number for the original filing.

IFTA and IRP, if they apply to you

Qualified vehicles that cross state lines usually also need an IFTA fuel-tax license and IRP apportioned plates from your base state. IFTA returns are quarterly, due the last day of the month after each quarter: April 30, July 31, October 31 and January 31. When that day falls on a weekend or legal holiday, the next business day counts (IFTA Articles of Agreement, R960). IRP plates renew every year on your base state’s schedule.

See the IFTA filing guide and the IRP registration guide.

Month-by-month compliance calendar

The MCS-150 rows apply only in your year, set by the next-to-last digit of your USDOT number. For every date in a specific year, see the 2027 trucking compliance calendar. You can also compute your own dates with the deadline calendar.

What happens if you miss one

  • UCR. An unregistered carrier can be fined by the states that enforce UCR. See what happens if you miss UCR.
  • MCS-150. A missed update can bring civil penalties and an inactive USDOT number under 49 CFR 390.19T. FMCSA has temporarily suspended enforcement and USDOT inactivation for biennial updates due on or after June 1, 2026; the update is still required. See MCS-150 late-filing consequences.
  • Form 2290. The IRS charges penalties for filing late and paying late, plus interest, and you need the stamped Schedule 1 to register the truck. See how to file Form 2290 late.
  • Insurance or BOC-3. Without the required filings on file, FMCSA can revoke operating authority. Getting it back takes reinstatement.

Frequently Asked Questions

When is UCR due each year?

The UCR Plan says registration and payment must be complete before January 1 of the registration year. Registration for 2027 opened October 1, 2026, so 2027 UCR is due by December 31, 2026.

How much is UCR for 2027?

The 2027 federal fee is set by fleet size: $55 for 0–2 vehicles, $167 for 3–5 vehicles, $333 for 6–20 vehicles, $1,163 for 21–100 vehicles, $5,548 for 101–1,000 vehicles, $54,165 for 1,001+ vehicles. Brokers and leasing companies pay the Bracket 1 fee of $55.

When is my MCS-150 biennial update due?

Every 24 months. The last digit of your USDOT number sets the month (1 = January through 9 = September, 0 = October). The next-to-last digit sets the year: odd digits file in odd-numbered years, even digits in even-numbered years (49 CFR 390.19T). When is Form 2290 due?

For trucks on the road in July, by August 31 for the July 1 to June 30 tax period. A truck first used later in the period is due by the last day of the month after the month of first use. If a due date falls on a weekend or legal holiday, the IRS moves it to the next business day.

Do I renew my BOC-3 every year?

No. The BOC-3 has no annual renewal. It stays on file until your process agent cancels it or you file a replacement. You need a current BOC-3 on file again to reinstate a revoked authority.
