Under 49 CFR §390.19T(b), the month of your MCS-150 deadline is determined by the LAST digit of your USDOT (1=January, 2=February ... 9=September, 0=October). The year is determined by the SECOND-TO-LAST digit: even = even year, odd = odd year. So a USDOT ending in ...23 files in March of every odd year (2025, 2027, 2029).
A 1-digit USDOT pads with a leading zero: USDOT 7 → "07" → month based on last digit (7=July), year based on the leading 0 (even, so even years). Two-digit USDOTs work the same way as the rule reads.
FMCSA deactivates your USDOT and you cannot legally operate. Civil penalties under 49 USC §14901 can reach $1,584 per day (capped at $15,846 per violation). Reinstatement requires filing the overdue MCS-150 plus an updated MCS-150B if you carry hazmat.
