Definition
URS, the Unified Registration System, was FMCSA’s online registration system before Motus. It issued the USDOT number and handled operating-authority applications in a single flow for new applicants, and it was the front door for registration actions until May 2026, when FMCSA replaced it with the Motus registration system at motus.dot.gov. MCS-150 updates and biennial filings now run through Motus behind a Login.gov sign-in. Older guides that tell carriers to file in URS or with a USDOT PIN describe the retired process.
