Definition
The October 1 opening is the date the UCR registration window opens each year for the following registration year. From on or about October 1 onward, carriers can file and pay the upcoming year's UCR before enforcement starts on January 1. Filing in the October-to-December window puts the registration in place before enforcement of that year begins. Registration for a UCR year opens on or about October 1 of the year before and is due by December 31 of the year before. The 2027 registration, for example, opened on or about October 1, 2026, and the 2027 fee schedule took effect October 1, 2026 (91 FR 56063).
