Definition
An out-of-cycle update is an MCS-150 filed because something changed, not because the biennial due month arrived. Under FMCSA registration guidance, a carrier updates its MCS-150 within 30 days of a change to its legal name, principal address, ownership or operation type. An out-of-cycle update does not reset the biennial clock: the next 24-month update is still due in the month and year set by the last two digits of the USDOT number (49 CFR 390.19T). Routine one-for-one truck replacements usually wait for the next biennial update.
