OP-1(P)
Also known as: Passenger Carrier Application, OP-1(P) Application

Definition
OP-1(P) is the FMCSA application for passenger-carrier operating authority - buses, motorcoaches, shuttles, charter and tour operators, and scheduled service. The form is largely the same as the property-carrier OP-1, with the same $300 FMCSA fee and the same review under 49 CFR §365.109T. What differs is the insurance: passenger carriers face higher public-liability minimums under 49 CFR Part 387 ($1.5 million for vehicles seating 15 or fewer including the driver, $5 million for 16 or more). The BOC-3 process-agent requirement is the same as for freight carriers.
