Who needs to file MCS-150?

Every entity with an active USDOT number must file MCS-150 every two years under 49 CFR §390.19T. The schedule is fixed: the month is determined by the last digit of your USDOT, and the year is determined by the second-to-last digit (even or odd). Hazmat carriers also file MCS-150B.

Why it matters

The biennial update is FMCSA's way of confirming carriers are still operating and keeping current power-unit / driver counts. It also supports CSA scoring - without an up-to-date PU/driver count, the SMS percentile math gets distorted.

MCS-150 is required even if nothing about your operation changed. Filing the same information again is the affirmative act FMCSA wants. Skipping it because “nothing changed” is the most common reason carriers get deactivated.
