Definition

The Unified Carrier Registration Plan is the 15-member board of state and industry representatives that governs the UCR program - recommending fee changes to FMCSA, allocating revenue among participating states, and overseeing the national registration system. The Plan operates under the U.S. Department of Transportation but is funded by UCR fees rather than tax dollars. FMCSA sets the fee schedule through rulemaking under 49 USC §14504a, and the fees stay in place until a later rulemaking changes them (91 FR 56063). The 41 participating states share UCR revenue under a formula set by the board to fund commercial-vehicle safety enforcement.
