Definition
A broker is an intermediary that arranges transportation of freight for compensation without operating trucks or taking possession of the cargo. Brokers holding interstate operating authority must file UCR every year. Because a broker typically has no power units, it registers in the lowest 0–2 vehicle bracket - but the obligation to file is the same as any motor carrier's. Brokers, freight forwarders and leasing companies pay the Bracket 1 fee. The fee is identical in every state and is paid once, to a single base state, and each new registration year requires a fresh filing.
