Do I need a process agent in every state?
Yes - but a single blanket BOC-3 designation covers all 50 states plus DC. Under 49 CFR Part 366 you must designate a process agent in every state where you operate or could be served legal papers. A blanket process agent files one BOC-3 with FMCSA covering every jurisdiction, so you only pay one filing fee.
Why it matters
The blanket model is what nearly every interstate carrier uses. Designating individual agents state-by-state is technically allowed but operationally absurd - that is 50+ separate contracts to maintain.
BOC-3 is filed only once when authority is granted. It does not renew annually unless you switch process agent companies. Don't conflate it with UCR (annual) or MCS-150 (biennial).
