Do I need a BOC-3 if I only operate in one state?
No. BOC-3 is required only for interstate operations under 49 CFR Part 366. A pure intrastate carrier - operating only within the borders of a single state - does not need to file a BOC-3 with FMCSA. State-level process agent rules may still apply through your state DOT.
Why it matters
BOC-3 designates a process agent in every state where FMCSA might need to serve legal papers on you. If your operation never crosses a state line, FMCSA never has cause to serve you outside your home state - so the federal designation is unnecessary.
Watch the gotchas: pulling a load that originates or terminates outside your home state makes you an interstate carrier even if you only drove within your home state on that trip. The moment that happens, BOC-3 becomes mandatory along with USDOT, MC authority (if for-hire), and UCR.
