UCR is the annual federal fee that every interstate motor carrier, broker, and freight forwarder pays through their base state to fund safety and economic enforcement programs.
Direct answer

What is UCR, and why do Pennsylvania carriers file it?
Unified Carrier Registration (UCR) is the federal program established under 49 USC §14504a that requires every interstate motor carrier, freight broker, and freight forwarder to register and pay an annual fee based on fleet size. Funds collected are distributed to participating states to support motor carrier safety programs and enforcement.
Pennsylvania is a participating UCR state. Pennsylvania-based carriers file through Pennsylvania as their base state, but the registration is recognized in all participating UCR jurisdictions. UCR is a separate annual registration enforced by participating states; it isn't part of FMCSA's operating-authority grant.
What are the 2027 UCR fees?
FMCSA adopted the 2027 fee increase in a final rule published September 1, 2026 (91 FR 56063, effective October 1, 2026; 49 CFR 367.50) - about 20% across the board, a single increase that holds until a future rulemaking. For 2027, the brackets are: Bracket A (0–2 power units): $55 ($46 in 2026). Bracket B (3–5): $167 ($138). Bracket C (6–20): $333 ($276). Bracket D (21–100): $1,163 ($963). Bracket E (101–1,000): $5,548 ($4,592). Bracket F (1,001+): $54,165 ($44,836). A late 2026 registration still pays the 2026 fee. Brokers and freight forwarders pay Bracket A regardless of fleet size since they don't operate vehicles directly.
Pennsylvania carriers in Bracket A make up the largest filing volume - most owner-operators and small fleets fall into the 1–2 power unit category. Tier escalation is based on the carrier's combined power units across all states; adding a single tractor that pushes you over a bracket threshold means a higher fee for that registration year.
When is UCR due, and how do Pennsylvania inspectors check it?
The 2027 UCR filing window opened October 1, 2026 and registration is due by December 31, 2026. Filing late incurs no extra UCR fee. Participating states can check UCR status by USDOT number during inspections.
What else do Pennsylvania interstate carriers need besides UCR?
Beyond UCR itself, Pennsylvania carriers running through corridors like I-76, I-80, I-81 typically also need: a current MCS-150, current insurance filings (BMC-91), a Form 2290 stamped Schedule 1 if any vehicle is 55,000+ lbs, and (where applicable) state-level surcharges. PA has one of the highest diesel fuel tax rates in the US (Act 89) - baked into IFTA calcs; PA Turnpike requires E-ZPass for commercial
FMCSA Eastern Service Center (Hanover, MD) oversees FMCSA-side enforcement actions for the state, but UCR itself is administered by the UCR Plan (a multi-state compact) and the home state's UCR coordinator. With Fast Trucking Compliance, we prepare your UCR registration; it is submitted to the National UCR System, and you get the UCR Plan confirmation by email.
What's different about UCR Registration in Pennsylvania?
Pennsylvania State Police commercial enforcement focuses heavily on I-81 (Scranton to the Maryland line) and I-80 (Ohio to NJ) - both major east-west arteries with limited bypass options. The Lehigh Valley has emerged as a major e-commerce distribution hub, and PSP partners with FMCSA on targeted sweeps of e-commerce carriers. The Pennsylvania Turnpike (I-76) is one of the highest-density commercial truck routes in the country.
- PA has one of the highest diesel fuel tax rates in the US (Act 89) - baked into IFTA calcs, not a separate filing
- Pennsylvania Turnpike requires E-ZPass/bypass transponder for commercial vehicles on most gates
- I-80 is an untolled interstate in PA - heavy commercial enforcement compensates via inspection stations

Running UCR Registration in Pennsylvania? You probably also need BOC-3 Filing in Pennsylvania. A BOC-3 designates a process agent in every US state so the FMCSA has a local point for service of legal process on your operating authority.
Other filings Pennsylvania carriers need
BOC-3 Filing
$75 flat (lifetime)
A BOC-3 designates a process agent in every US state so the FMCSA has a local point for service of legal process on your operating authority.
USDOT & MC Authority
$199 service fee (plus the $300 FMCSA fee)
A USDOT number is the FMCSA safety identifier for commercial motor vehicles in interstate commerce (and in-state operations where the state requires one); MC operating authority is the for-hire interstate license that lets you legally haul freight for compensation.
MCS-150 Update
$175 service fee ($400 once for lifetime updates)
The MCS-150 is FMCSA's biennial check-in form for every USDOT holder - fleet size, driver count, operational mileage, and safety contact information.
Form 2290 (HVUT)
From $115 per return
Form 2290 is the federal Heavy Vehicle Use Tax (HVUT) return for trucks 55,000 lbs taxable gross weight or higher. Filing produces the stamped Schedule 1 - proof of payment that state DMVs require for truck registration renewal.
State Trucking Permits
From $50 (varies by program)
State trucking permits cover any state-specific authorization, weight-distance tax, or commercial surcharge that stacks on top of federal UCR, MCS-150, and Form 2290 - required when operating commercial vehicles on a particular state's highways.
Driver Screening
From $50 (MVR only); full pre-hire pack $175
Driver screening combines the Motor Vehicle Record (MVR), CDLIS query, Pre-Employment Screening Program (PSP) report, and FMCSA Clearinghouse query - the core pre-hire checks for a commercial driver position.
Authority Reinstatement
$200 DOT / $300 MC flat
Authority reinstatement restores a revoked or inactive MC operating authority once the underlying cause, such as lapsed insurance, a missing BOC-3 or an unpaid civil penalty, is cleared.
