Carriers that need an HMSP under 49 CFR §385.405T file it in place of the MCS-150 update, so one filing covers both the biennial identification report and the permit application, with no separate MCS-150 needed.

Definition

MCS-150B is the combined Motor Carrier Identification Report and Hazardous Materials Safety Permit application filed by carriers who transport certain placardable hazardous materials in interstate commerce. Filed instead of the MCS-150, on the same biennial schedule (49 CFR 390.19T). MCS-150B is itself the Hazardous Materials Safety Permit application (49 CFR §385.405T); it also serves as the carrier's identification report, so no separate MCS-150 is needed. Permit categories are tied to specific hazardous-materials classifications including radioactive Class 7 highway-route-controlled, certain explosives, methane LNG, and toxic by inhalation. Renewal cycle is biennial like the standard MCS-150.
