Hazardous Materials Compliance BASIC

Definition

Hazardous Materials Compliance is the CSA BASIC that aggregates hazmat-specific violations - placard errors, shipping-paper omissions, package marking issues, and segregation violations under 49 CFR Parts 100-185. It applies only to carriers transporting hazardous materials in placardable quantities, so the data set is smaller than the other BASICs but the consequences are higher: hazmat violations that meet the CVSA out-of-service criteria can lead to out-of-service orders and elevated PHMSA scrutiny. Carriers should run pre-trip hazmat document checks and make sure every hazmat employee, including every driver who handles hazmat, has current 49 CFR §172.704 training (general awareness, function-specific, safety and security awareness, plus in-depth security training where a §172.800 security plan applies), repeated at least once every three years.
