When does UCR deactivate after non-payment?

UCR doesn't formally "deactivate" in the way USDOT does - the registration is either current or it isn't. After the registration year ends without renewal, the prior year's UCR is no longer current and the carrier is non-compliant. Enforcement is by the participating states, and the consequences are set by each state.

Why does it matter?

The UCR framework operates on annual registration years. Each registration covers January 1 through December 31; on January 1 of the new year, the prior year's registration is no longer current, and the new year's registration is required. There is no formal "deactivation" - UCR status doesn't appear in FMCSA's registration records; check it in the National Registration System.

Enforcement of unpaid UCR is by the participating states, and roadside officers can check the National Registration System during inspections. FMCSA does not directly revoke MC or USDOT authority for a missed UCR.

For carriers with multiple years of unpaid UCR, the recovery path is to file each missing year through the National Registration System. The federal fees are the same as on-time fees (no federal late penalty); any state enforcement action is handled separately with that state.

For carriers who let UCR lapse during a temporary business pause and intend to resume operations, the recovery is straightforward: file the missed years and the current year, and resume operations.
