Is ELDT required for existing CDL drivers?

No. Entry-Level Driver Training under 49 CFR §380 applies only to drivers obtaining a CDL Class A or Class B for the first time, upgrading from B to A, or adding a passenger / school bus / hazmat endorsement. Drivers who held a valid CDL before February 7, 2022 are grandfathered and exempt for renewals.

Why it matters

ELDT became effective February 7, 2022 under FMCSA's final rule. The intent was to standardize entry-level driver curriculum across the country - both classroom theory and behind-the-wheel hours.

Renewals of an existing CDL do not trigger ELDT. The exception is endorsement upgrades: adding hazmat (H), passenger (P), or school bus (S) does require completion of an endorsement-specific theory module through a Training Provider Registry-listed school.
