How do I add a truck to my IRP apportioned plate?

You add a truck to an existing IRP fleet by filing a supplemental application with your base state IRP office, typically through the state's electronic registration portal. Provide the new vehicle's VIN, year/make/model, declared gross weight, purchase or lease date, title, and proof of HVUT (Form 2290 Schedule 1) for the current tax period. The base state then prorates the registration fee for the remaining months of your IRP year and issues a new cab card and apportioned plate within 7–14 business days. Most states allow temporary 30-day permits while the permanent plate is in production so the truck can run immediately. The full annual fee is calculated using your fleet's prior-year mileage distribution per jurisdiction, multiplied by each member state's base registration fee, then prorated to the months remaining.

Why it matters

HVUT (Form 2290) is the single most-overlooked piece of paperwork at IRP add-on time. IRP offices are required by 26 USC §4481 and 49 CFR §1.83 to verify that HVUT has been paid before issuing a new plate or cab card. If you bought the truck after June 30, you must file a partial-period 2290 for the new vehicle and bring the stamped Schedule 1 to the IRP office - it cannot wait until next year.

Mid-year supplements use your fleet's prior-year mileage percentages, not actual miles for the new truck. If your fleet ran 60% Texas miles last year, the new truck is registered 60% in Texas regardless of how it actually operates. The next renewal cycle re-apportions everything based on actual data.

Bonded carriers and lease operators have additional paperwork - proof of lease, lessor authorization, and IFTA decal addition. Allow 14 business days for those.
