FMCSA Rolls Out ELDT Curriculum Update for 2026

FMCSA published a curriculum refresh for entry-level driver training affecting Class A theory, hazmat endorsement, and behind-the-wheel hours.

What changed

FMCSA published a curriculum refresh for the Entry-Level Driver Training (ELDT) standard under 49 CFR §380. The update touches three areas: Class A theory module sequencing, the H-endorsement (hazmat) theory module structure, and behind-the-wheel observation hour requirements for Class A and B applicants.

Training Provider Registry (TPR)-listed schools have 180 days from publication to update curricula and submit revised Federal Motor Carrier Safety Administration certifications. The effective date for new enrollments under the updated curriculum is September 22, 2026.

Why this matters

ELDT is mandatory for any driver applying for a new Class A or Class B CDL, upgrading from B to A, or adding a passenger / school bus / hazmat endorsement. Drivers who held a CDL before February 7, 2022 are grandfathered for renewals - this update does not affect them.

The most commercially significant change is the behind-the-wheel hour structure for Class A. Prior rule had no fixed hour requirement (theory + skills demonstration sufficed); the update introduces a 60-hour minimum behind-the-wheel observation period under instructor supervision before the skills test.

Carriers running their own in-house training programs need to coordinate with their TPR-listed instructors to confirm curriculum implementation dates. Drivers enrolled before September 22, 2026 may complete under the prior curriculum; new enrollments after that date must use the updated version.

Hazmat endorsement implications

The H-endorsement theory module update tightens the required topics to mirror the TSA Threat Assessment requirements more closely. Drivers preparing for the hazmat written exam will see roughly 15% new content compared to the 2024 module - primarily updated security awareness, incident reporting, and 49 CFR Part 172 placard requirements.

States administering the hazmat written exam will retire the older question pool over the 90-day window after the curriculum update is effective. Drivers testing in late 2026 should expect the updated question set.

What to do next

Carriers: confirm with your training provider whether they will implement the updated curriculum on the effective date or earlier. Earlier implementation is allowed.

CDL applicants: enroll before September 22, 2026 to complete under the prior curriculum, or after to use the updated version. There is no incentive either way - both are FMCSA-compliant.

Existing CDL holders: this update does not affect you unless you are upgrading or adding an endorsement.
