TSA Hazmat Endorsement Rule Update: New Threat-Assessment Question Pool

TSA refreshed the hazmat threat-assessment screening questions for 2026 to mirror the updated 49 CFR Part 172 placard schedule.

The endorsement at a glance

CDL drivers transporting hazmat in placardable quantities must hold the H-endorsement. The endorsement requires a TSA Threat Assessment Program (TAP) clearance, fingerprinting, a written test administered by the state DMV, and (for new endorsements after 2022) ELDT theory module completion.

The TSA TAP renewal cycle is five years; the state CDL renewal cycle varies. Renewing the hazmat endorsement requires re-fingerprinting and re-paying the TSA fee (currently $86.50 for the standard renewal).

What changed for 2026

TSA refreshed the threat-assessment screening question pool in February 2026 to align with the current PHMSA Hazardous Materials Regulations (HMR) placard schedule under 49 CFR Part 172. Roughly 15% of the question pool is new content; the remainder are revised wording on existing concepts.

Drivers preparing for the H-endorsement test should use a 2026-aligned study source. State DMVs administering the test draw from the federal pool, so the same content shift applies whether you test in Texas, California, or Vermont.

Practical implications

Drivers with an active H-endorsement do not need to re-test mid-cycle. The change applies to new applicants and renewing drivers.
