ELDT 2026 Curriculum Update: Detailed Walkthrough for Training Providers

The Entry-Level Driver Training curriculum refresh under 49 CFR §380 introduces a 60-hour Class A behind-the-wheel minimum and updated H-endorsement.

The curriculum change

FMCSA published the ELDT curriculum refresh under 49 CFR Part 380 in late March 2026. The update touches three areas: Class A theory module sequencing, the H-endorsement (hazmat) theory module, and behind-the-wheel observation hour requirements for Class A and B applicants.

The most consequential change is Class A behind-the-wheel: the prior rule required no fixed hour minimum, only theory completion plus the state-administered skills test. The 2026 rule introduces a 60-hour minimum behind-the-wheel observation period under instructor supervision before the skills test.

Training Provider Registry implementation

TPR-listed training providers have 180 days from publication to update curricula and submit revised certifications. The effective date for new enrollments under the updated curriculum is September 22, 2026.

Carriers running in-house training programs should coordinate with their TPR-listed instructors to confirm implementation dates. Earlier implementation is allowed; some larger fleet training operations expect to switch to the updated curriculum mid-summer.

Driver-side implications

Existing CDL holders renewing without endorsement upgrades are not affected. Drivers grandfathered under the pre-February 2022 ELDT exemption remain grandfathered.

New CDL applicants enrolled before September 22, 2026 may complete under the prior curriculum. Applicants enrolling after that date use the updated version. Both are FMCSA-compliant; there's no incentive to choose one over the other beyond enrollment timing.
